Very low fps rust

this doesn't make any sense the game looks like shit, but my fps is shit aswell like 15 fps even with this on "grass.on false" on any suggestions?

My rig: 8 gb ram, geforce gt 630m, intel core dual i7-3520@ 2.9 ghz
