Very low fps when i play online games

Hey i know there are a lot of these but i really cannot find exactly what i am looking for. I have an MSI GTX 970 and am aware of the certain things that are wrong but is that causing me to run very very low fps when i play online games such as Runescape. I have also just built this and no over clocking has been done to this. I downloaded the driver initially from the disk, but I have the Geforce Experience and I can update to 353.06 but i am scared due to all the wrong things that are happening.

Here is my build:
i5-4690k @3.5GHz
Hyper 212 EVO
Gigabyte GA-Z97x-SLI ATX LGA1150
G.skill ram 2x4gb DDR3-1866 Memory
850 Evo
WD 1 terabyte hdd
MSI GeForce GTX 970 4GB Twin Frozr V
Corsair 500R Black ATx
EVGA SuperNOVA NEX 650W 80+ gold certified

I play alot of runescape and other online games and thought this build could run it max or near max, but even on lowest graphics i am getting 25 fps max. When i try to max almost everything i get 15 at max. My CPU usage is around 75% and actually goes down when i run max settings and full screen. I have even tried changing the priority of the client and still no luck. My internet is fairly slow, but I do not believe that affects anything else but lag.

I would update the graphic driver and also insure that your motherboard drivers are all the latest version, particularly the LAN/Ethernet adapter driver. And run speedtest.net to insure that you are getting the full speed that your connection should deliver.
