Very Low GPU Usage ( 1080 GTX ) , NEED HELP

So , I have noticed that my gpu usage is very low , at most of the games , I get like 50% avg usage and sometimes it drops to 20% , while my fps are dropping to 30-50 , and rarely goes to 80+ , i tried everything and cant figure out how to solve this , NEED HELP

My Specs are :
16GB DDR4 Kingston RAM 2.4GHz
i7 6700 3.4GHz
1080 GTX EVGA FTW
750W PSU
1TB HDD

As a test, go to Nvidia control panel / manage 3d settings / On the global settings tab ---
Change POWER MANAGEMENT MODE to PREFER MAXIMIUM PERFORMANCE.
Apply, test...report back

What kind of games you playing and what resolution?

Mostly survival games , like H1z1 , PUBG etc ,,, and i am playing on 1080p resolution

i know the two games are not optimized , but i am getting very low fps , while other streamers are getting about stable 100-140
btw i tried 2k and 4k resolutions and gpu usage went to 90% but its very rare that this happens , like super rare

what update on the driver are you running on cause i have been looking at other threads and that is sometimes the problem i've heard people saying to not update unless necessary

What are you using to capture the fps?

Is this happening all of a sudden or has this been the case all the time with the card?
