Very low gpu usage

Hello community.
As the title says, i got very low gpu usage playing dota2. It starts with stable fps (like 110 120) with 30-50% gpu usage, but then it goes down to 20% gpu usage, resulting in very low fps. (60 when nothings happening), this happens with other games too, its not just dota 2 related.
My pc specs are:
amd fx-8320 at 3.76ghz
msi gaming gtx 780ti
970a-g46 mobo
600w PSU
8gb RAM Kingston hyperx fury at 1660mhz

I dont think is a temp issue, since temps when gaming are
Core max 40C
Mobo max t1>51C t2>59C t3>33C
GPU max 47C
(HW monitor)

I already have "prefer maximum performance ON in nvidia control panel

try reinstalling your driver what's your screen resolution

I already reinstalled the drivers with DDU, my resolution is 1368x768
