Noted that system (Win 8.1) started to load for ages. I did some CrystalDisk test, totally disappointed with speed. Here's a screenshot

Any ideas, how can i test, whats wrong with it?

I have 4*WDC WD20EARS in RAID 10, configured in raidXpert.

Hm.. a good question, because i don't remember, and Device Manager didnt provide me any valuable info.
However, when i went to check it via AIDA64, it says that the same. Anyway, it says that i have
"Drive #1 - AMD 2X2 Mirror/RAID1 (3725 GB)"
and
"Drive #2 - WDC WD20EARS-00J2GB0 (1863 GB)"

That surprises me, because i have to have only 2*2 Raid10 and that's it.

Hm.. did reinstalled OS (updated to Win10), got much better results. Are theese numbers fine?
Had noted that Outpost was not transferred to Win10 - probably firewall was a reason, did some background scanning.

Also, i did disabled Windows Defender, but Task Manager says that Disk C is always in use at 100%, even when i'm doing nothing. How can i diagnose that?

In processes, there's always some OS crap is going on:

I did investigation about that extra drive and figured out (by RaidXpert) that one of the drives drop out from RAID. Rebuild took whole night, but here's latest results.

For example here, they are using the same drives as i do (i have 4*WDC WD20EARS), but speed is way higher: http://www.sgvulcan.com/2014/11/04/benchmark-comparison-of-intel-rst-raid-and-microsoft-storage-spaces-pool/
