very low voltage on benchmarks/games plz help

athlon 860k 4.2ghz
gtx960 geforce edition
8gb 1600mhz hyperX black ram

i have overclocked my cpu to 4.2ghz and set the voltage to 1.3687 to make it more stable on my athlon 860k however the voltage just stays at 1.3200 volts and my athlon then becomes unstable and very slow when i play games such as rainbow six siege. i tried putting the voltage even higher where it would become dangerous but it still stays the same.
 
Solution
According to the manufacturer you should be able to push 1.475V through that processor.
If your cooling and motherboard are up to the task, its worth a shot.

There could be other issues though, my motherboard limits me to 1.425v even though I have it set to 1.525.

Solution
yea it only has 1 heatsink so i put it back to 4ghz to make it a lighter overclock as it was at 4.2ghz but set it back to 4ghz as i dont really need that performance and its risky with this mobo, but soon im gonna add two more fans on the side of my case to the cpu/mobo to cool down the light overlclock and then possible set it to 4.2 again
