Very low voltage

I have an gtx 970. Currently I have been trying to overclock a little and tweak it and I opened up msi afterburner and its saying the voltage is only .868v when it is normally like 1.2. Any help?

1) Does not crash
2) Does not artifact
3) Does not cause driver errors or BSOD's

So when the overclocks are low It will go up to 1.25v while playing but then when I increase memory/core clock it will crash the game or my computer maybe. Im thinking this might be the psu because if i try to increase CPU clock it tends to crash aswell.
