[Very precise description of problem] Steam overlay makes my computer run slowly even after restart

So the last three days my desktop has been getting so slow that I have just turned it off and switched to my laptop. It slows down when I start testing my steam controller with Star Citizen.

Windows 10 (latest build/new update)
PNY GTX 780ti @3Gb
i7 5820k
AS Rock X99 Extreme4 LGA2011-3 ATX Intel Motherboard
Silencer MK III 750W
16GB RAM

If I start up my computer and leave it for an hour, the mouse and search bar and everything will function at a normal pace.

If I start up my computer and leave Steam on for an hour it will run normally.

If I start up my computer and play Star Citizen my computer will run normally.

However, when I launch the Star Citizen executable from Steam so I can test fly with my Steam controller, everything will work fine until the level loads. The loading screen from the menu to the level will take 2-3 times longer than normal and the game will run (offline) at 15-16 FPS where it normally runs at 50-60 FPS.

If I leave the game, my mouse may lag, my clicks certainly lag, and my keyboard input may lag (up to 10 seconds). The computer becomes almost unusable. This continues if I quit Star Citizen, quit Steam, unplug the controller, and even restart.

Yes, I said even when I restart. If I turn off the computer for 30 seconds or 5 minutes, the computer starts up laggy. I have to chose which drive to boot off of, and the mouse itself can be laggy when selecting the HDD or SSD to boot from. I FEEL LIKE THAT IS AN IMPORTANT FACT. Then the computer lags like before.

However, after some period of time the computer resets itself and runs normal until I try this again. I know because since the computer has had this issue, I have only tried to use it for three days, and of those three days, I have used it three times, meaning it was off for 12+hours in between uses when it reset to normal.

I should also add that if I look at the performance tab of task manager, hardly any of my processes are being used. It is literally no different than the idle before the lag.

Any ideas what is causing this?

It may be that the recent update "broke" one of your programs such as the anti-virus. The program still works but takes forever to quiet down. This seems to be typical behavior of Microsoft as I have been dealing with their "upgrades" breaking other programs since the days of DOS 3.x.
I had a similar problem when my computer "upgraded" to the latest version of Windws 10. I finally removed Kaspersky AV and installed the latest version and the problems disappeared. Kaspersky had a new version that was Anniversary Edition aware while my previous edition wasn't.
 


I don't quite understand, because I don't have Kaspersky... Are you just saying that you think its a problem with the recent update?
