So i am having horrible download speeds. I have had 8 techs come out and replace everything on the line except the drop which they say is fine. They say my signal is failing and figure out the reason. Had 4 different modems. Tried multiple different computers. The internet gets fixed for a day tops then tanks to less than 1mb down sometimes. My internet when working i get 130mbs down and i pay for 100plus speeds.

did a trace route as well.

Solution
Who is your ISP?

During a time of slow downloading call them and have them run a test from their end.

The drop may not be "fine". Could be an intermittent problem.

I trust that replaced "everything" includes splitters, cables, wall jacks, - outside and inside.

Especially so if 8 techs have not been able to solve the problem otherwise. They will work from the simplest to more complex solutions. And if replacing the drop is difficult or time-consuming it will be the last thing they will want to or try to do. In all fairness they are under a lot of pressure to get things done and will (and must) leave when service is restored albeit even temporarily.

Around here they often just run a new temporary drop along the street curbs...

Around here they often just run a new temporary drop along the street curbs, across yards, etc. to get the customer up and fully running again.

Then some other crew comes along and buries or otherwise reroutes the new connection.

Keep calling and eventually they will get it fixed.

Solution
They have replaced splitters cables and ground blocks. I have done this and they say I am having bad signals and a lot static on the line. They put a power amp on the ground block to try to help signals but that just creates more noise.
As far as a new drop they keep saying they will replace at such and such time but never do.
