Very Slow/Freezing pc Help pls

My pc has just got progressivly worse over the last few months and i need help to pinpoint which part or program is the issue. my best bet so far is the ram or harddrive but im not sure so ill describe my issues to the best of my ability

Lets say i have a game open and a chrome tab open at the same time and i tab over to one or the other...they both freeze and some times the game will crash

Chrome tabs take forever to load and sometimes go unresposive

Streams take forever to load..not an internet issue

overall just slow as hell

Ive done all the spyware anti virus stuff, ive tried reinstalling windows and all that jazz
any help i would greatly appreciate
