Very slow installation set up

I have an old comp that I tried to boot from a Window 7 install disk and it takes about an hour for t get pasted a screen saying that it's setting up. It took about as long to do anything else after it got off that screen and ultimately failed to install. I believe I need to replace the hard drive to get it to properly install. But is that all? I'm not sure why a faulty hard drive would cause it to run so slow. So would a bad hard drive cause that or what might?

I'm just guessing here, but possibly bad RAM?
