so im 99.9999% sure its a motherboard issue. i have the same one ready to go, but wanted to check and see if i overlooked something. TLDR: 2 brand new portable hard drives are only reading/writing at 18-20MBPS max.

verified it wasnt the hardware by hooking them up to a second (and third) computer, read/write speeds were 75-90MBPS.

ive reinstalled drivers from intel's website and from windows update. each time, the issue remains. motherboard is an asus P8B75-M with an i5 2400. less than 2 months old on the mobo. everything works great except the read/write speeds on usb3/2 ports.

what else can i try?

Hey there, XennoTech!

Great troubleshooting steps, I must say!
I'd suggest to check if all the drivers are up to date for the motherboard, not only the USB ones. Check for firmware update as well.
Another thing to try is resetting BIOS by reseating the CMOS battery or use any of the other methods here: http://www.wikihow.com/Reset-Your-BIOS
In case these don't work, I'd suggest to contact the mobo manufacturer's tech support and let them know about this issue. You should be able to get a replacement because it's still within the warranty period!

Keep me posted though! :)
