Very slow upload to YouTube, but other sites fine

Hey everyone.

So lately I've noticed a really weird problem where my uploads to YouTube are -EXTREMELY- slow. I have a 200/20 Mbps connection, and uploading videos used to take me about 5~ minutes, and now for the same filesize, take 200-300+ minutes. When I upload to any other site, the speeds are fine.

Here are some of the things that I have tried:

DNS flush
ipconfig release/renew
Uninstall/reinstall ethernet adapter drivers
Replacing the router
Various malware scans
Blocking certain IP's that have been suggested to help with YT upload speeds

I'm currently on a wired connection. Other devices connected to my network via Wi-Fi or wired don't suffer the same problem, so I'm thinking it has something to do with a computer setting that I'm unaware of.

Oh, one more odd thing is that if I power cycle the router, or hit the reset button, the next time it establishes connection the YouTube upload speeds will be fine...for several minutes. Not sure what that indicates.

Currently using:

OS: Win7 Professional
Router: Arris DG1670a
Mobo: Asrock Z68 Extreme3 Gen3 (I have heard that the xfast LAN drivers can throttle uploads, but I don't have that installed)
Using onboard ethernet adapter, listed in device manager as Realtek PCIe GBE Family Controller

ISP: Time Warner Cable, cable connection
Devices connected to router: 3.
One is the main computer which is wired which has the problem.
Other devices are laptop and phone connected via Wi-Fi (Tried turning Wi-Fi off to no success)

If I missed any important information please ask and I will add it. I'm all out of ideas. I feel like I may need to reformat but I want to see if I can fix this without resorting to that first.

Update: Seems that using a VPN will bypass this issue, if that is any help. Also, I'm pretty sure it's not hardware related. Booted from another drive, and issue went away.
