Very strange internet issue

I have been having an obvious problem with my internet connection recently. First off I want to say that my internet is clocking at 100mbps+ at all times, even during the issue on speedtest.net. http://puu.sh/izndC/dc5cd03aa9.jpg And even with that my browsing speed is very slow, even making Youtube videos hard to watch on the lowest setting. But there is one exception I have found to this issue, I can watch things like Twitch on the highest setting without an issue while the same problem is occurring with youtube (Of course I tried after the youtube/browsing problem was occuring). And I would assume Twitch would take up more then Youtube could ever... Help would be very much appreciated!

any torrent client working in the background can cause such symptoms. Also any application that uses HTTP ports for traffic in the background (CCTV, Video Stream software, etc). Check the resource monitor under the network tab. There you will see the traffic. If there is a lot of traffic done for the system service you can try turning off the Windows Updated and check again.
