Very strange pc problem, please help

Hi guys, my computer is having very strange issues. im starting to think its the hard drive, but am not for sure of anything. First off, here is my specs:

Processor: AMD FX(tm)-8350 Eight-Core Processor
Video Card: MSI r9 390x 8g
RAM: 8.1 GB
Operating System:Microsoft Windows 10 (build 10586), 64-bit
PSU: EVGA 850w
Some old cd drive
Hyper 212 evo cpu cooler
MOBO: Asus M5 A99FX PRO R2.0

Id also like to say that i have tried replacing my gpu, mobo, ram, upgrading my psu, and reinstalling windows
List of problems:
-Pc can not wake up from sleep mode(must hard reset)
-I can not OC my gpu without the drivers falling or very bad artifacting(Grey diamonds on screen?), not even a little bit or by using the OC button within the MSI gaming app
-General PC under performance when compared to systems with the same hardware of mine
-pc also takes rather long to start up form time to time for no reason, (the windows log in screen)

So do you guys think its my Hard drive? thanks!

Alright, going to go through a series of standard questions to help narrow down any possibilities.

Have you updated your graphics card driver to the newest update which came out on the 16th?
Do you have the latest 2015 C++ Update 2?
Have you tried launching an elevated command prompt and entering the following command powercfg /h off ?

If your mouse and keyboard are USB, Go to settings and find Device Manager, find the mouse drop down menu and right click on the mouse, select properties, select Power Management Tab and in that tab check box "Allow this device to wake the computer". Do the same for your keyboard. If it does not wake your computer up then, go to the Human Interface Devices in the Device Manager and do the "allow this device to wake the computer" for every USB port it has. That should fix your sleep problem.

Now as far as the lack of performance, could be a multitude of things. What are you comparing against? Games or like 3DMark?

The overclocking of your GPU is a delicate thing. The drivers crash because the overclock is unstable. Why? I can't tell you why, that is something you'll have to figure out through testing and reading detailed results. Each system is different. It could be your GPU is too fast for the Memory or the other way around, or your voltage percentage. Small increments, 1-2 mhz here and there. Half a percent on the power. I wouldn't recommend doing any more overclocking until you read up on it some more. You can kill your GPU, the artifacting is just the beginning of the end for it. Also temperature plays a factor in the Overclock too.

The startup of windows is based upon the speed your hard drive can read the data. So if you just have a HDD it can take a while depending on how much data is on the HDD and the size of capacity and the age of the HDD as well. A HDD has a disc that spins around and around between 5000 and 15000 RPMs. Eventually the hard drive will fail because it has reached its life expectancy (writing a lot of data). So what I always recommend to people is to get an SSD. Doesn't have to be big, but just enough to put your OS on it and run your games and such on a HDD.

Does your HDD "chirp" a little bit too when it is starting up?

First off, thanks for replying! You fixed my problem as far as waking my pc form sleep! I have both the latest drivers and 2015 C++. As far as what i am comparing my gpu to, i use Vally and 3Dmark and both have lack luster results. I have also looked up other people( with the same rig) playing a game and comparing the fps to my fps, mine always being worse.

As far as OC goes, i am very new to it but i did do my research and followed a guide. slowing turning up the core clock along with the RAM, while also raising the power voltage. But i am new, so i decided just to use the default OC mode that came with my GPU drivers(its automatic). I was surprise to see that my card could not do it, considering they advertises the ability on the box.

Lastly i am not for sure of the brand of HD, but i do know it is 7200rpms, so i guess i will just buy a small ssd to move my os on.
