Very unusual freezing

My computer has been freezing up very unusually, I had to wipe the hard drive entirely and reinstall windows 7.

When it begins it freeze, any loading pages on my browser hang indefinitely and I cannot open any pictures or music because those also freeze.

I can still highlight things on my desktop and move my cursor around, but if I right click the desktop or click anything on the desktop, it'll freeze the entire desktop as well.

I can open the start menu but cannot click anything on the start menu or it freezes that too, along with the task bar. I can go between tabs on my browser and even resume youtube videos and go into full screen on them too.

The freezing can go away for days and weeks, then return out of the blue and freeze over and over, unfortunately sometimes having to hard reset, but even after the reset it's back to freezing.

I've run anti virus and anti malware multiple times and it never finds anything, I've checked all of my directories for program files, windows, roaming, appdata, temp, and have found nothing unusual in them.

I usually just look up these problems but nothing has come up for me to diagnose this problem, I have never had this problem in the past.

I've run memtest86 and it did 6 passes without finding a single error.
I've run out of ideas of what to do, seeing as this has persisted after a full reinstall and wipe, maybe this is hardware related? Could my router be infected? I just have no idea.

CPU: AMD FX 4130 Quad Core, 3.8ghz
RAM: 8GB single channel DDR3
Motherboard: ECS A960M-M4
Graphics Card: ATI AMD 2048MB RADEON R9 290 Gigabyte Series
Hard Drive: 1TB (931mb available) MB1000EBZQB ATA (SATA)

All of these components run at the optimal temperatures, and I keep an eye on them almost always.

I really don't think it's anything on the HDD, it's barely used currently, 827GB out of 931GB, and the most space that is being used is just a few Steam games.
