I did the 3D Mark benchmark test on my setttings:

- i7 4790k
- 8gb ram (2x 4gb 1600mhz) hyperx
- Asus Z97 E motherboard
- NVidia gtx 980ti Gigabyte version OC 6gb
- XFX 650w PSU gold edition

stock clocks on both cpu and gpu
and my results are 5947 on gpu and 4645 on cpu...
WHY???????

I read somewhere, that I should get around 14500 and 15500 at least with this setup...

Your CPU Score is not low, it's according to what other with same processor are getting in CPU Score, comparing your result with the link i send you, then you score 5947 and the other result is 5 262 so you are 700 points on top of that Score who Overall is 14587, The low overall score in your computer is because your Graphic Card, Since is Older Architecture(Still good for games) but not with the performance of New GPU'S

But how is that possible? Its a 980ti... Pc's with the same specs get +14000 score... Mine is not that different, or at least shouldn't be

There is mine: https://www.3dmark.com/3dm/22001538

Looks about right to me since he has a better card and his processor is overclocked.

I know it might seem stupid, but I already saw my computer performing way better than it is right now... And I dont understand why its a bit slower now... I fresh installed win 10 today, 64 bit pro version... All updates done... And like... I used to do a benchmark on cs go with the graphics maxed out and it used to give me like 400 fps average, now it gives me like 200....

It isn't your base config. it has to be something wrong with the game.

Could it be like... The latest nvidia update? I mean... I did one last 24th of august. And I think it started to dwindle since that day, not sure

You can try older driver versions if you like. Just make sure to use DDU to remove the current driver before installing an older one.
