Very, very low budget upgrade to at least see the menu of GTA V

Now I have this very old PC:
MoBo - ASUS P5KC LGA755 Motherboard
CPU - Core 2 Duo E6750 @ 2.66Ghz
GPU - ATi (not even AMD) Radeon HD 2600 PRO
RAM - 4GB DDR2
HDD - 1. Some 200Gb HDD 2. WD Blue 1Tb 7200RPM
PSU - Unfortunately Do not know, but I can find out.

I am 100% sure that I can't even start GTA V, but I am thinking of an upgrade for ~150-200$. My version is changing CPU to Core 2 Quad Q6600 @ 2.4 Ghz and GPU to GTX 750Ti. With these upgrades I can run and play it, but is there better upgrade with similar price?

You can run & play with those upgrades. With that budget, it's gonna be hard to do much else.
