Very warm pc when at low usage

My PC is gets very hot when on low cpu usage and I'm not really sure why. I have a GE62VR 7RF and it is known for getting hot, but it was extremely hot today for some reason. When i was on 20% cpu and gpu usage, i was hitting 85+ temps. I recently changed some settings in nvidia controller, as well as in power mode settings. I also uninstalled geforce nvidia recently as well.

I would guess that either the heat sink is plugged with dust or one of the CPU cooling fans isn't working (seized). It may also be a situation that the CPU cooler bracket has come loose.
