Question VGA and Boot light ON

i have this Asus Prime z390 A series and I9-9900k and a AMD RX590 and a 600watts PSU and doesn't matter if i use M.2 o SSD o Hard Drive my VGA and Boot lights are always on and doesnt matter how many times i turn on my PC the lights are always on and gives no Video i changed HDMI cable and tried many monitors and nothing i used DP and nothing just not give signal o video if anyone has any answer o more questions ill appreciated

You should be able to work off the iGPU at the very least due to your i9-9900K. BIOS version for your motherboard? Speaking of i9's how are you cooling the processor?

its weird but the SPU doesnt have model i bought the computer years ago and ive been changing components but i never changed the PSU and im cooling the CPU by liquid cooling by EVAE and the M.2 is a 1tb 970 EVO plus samsung
