Question VGA and Boot lights light up and turn off but no boot

Systems specs:

MOBO: ASRock z790 Sonic
CPU : I7 14700KF
RAM: 64 gb ddr5 4x 16gb Corsair vengeance 6000mhz cl36
PSU: Corsair rm850
Storage: 2tb nvme wd black X1
GPU: for testing and current issue is an rtx 2080 from gigabyte (fully functional on my old setup) will be upgrading to rtx 4080 super the following week.

I need help with the title issue, I try to boot the PC, fans all lit up, aio lits up, all RGB lights up, PCs light go through cpu and dram properly but as soon VGA comes it stays lit and after a couple seconds the BOOT light comes up and both stay on until they both go off eventually and PC just idles and I get no signal to any of my 2 monitors (both DP connections).

I have built all my previous PCs and never had an issue with VGA or Boot lights so I'm a bit inexperienced on that area, but as far as my knowledge goes, the main issue would be GPU connection to Mobo, PSU cables that go to GPU.

And as far that goes I'm very certain that those are all correct but will be attempting multiple resettings for future foolproof.

My drive does not have windows as this is a brand new PC but I do have a USB flash drive with windows 11 rdy to install.

As far as spec wise the PC should not have mismatched parts, only doubtful would be the CPU depending on bios version since it's 14th gen Instead of 13th gen, but since PCs light went through both cpu and ram for now I'm disregarding that.

Which makes me question what is actually wrong with my build?
Parts shouldn't be the issue, got enough power for the whole current and future GPU, all power connectors seem to be tight and secure properly. So what could it be?

Disclosure: I'll be updating with my attempts at solving the issue, resetting the CPU, maybe try to boot with 1 Ram, might as well give a try booting with my other nvme that already has windows installed to see if it boots. (All of mentioned before was not attempted prior to writing this).

Update:

I've switched the GPU socket and inserted the nvme that I had with windows on my old setup and it Tah Dah it booted.

What I did check while in windows was that the nvme that I wanted to become my main disk was not being detected by Windows in the create partition for disks window.

So it's likely that the main reason behind not booting is either bios settings, disk is on the wrong slot which would confusing cus nvmes can only go in their slots (I could be wrong about this) or maybe the disk could be faulty.

Either way I will be doing some more testing regarding GPU slot and disk issues but that was my solve for the problem and I hope it may help anyone with similar issues.
