Question Vga and Boot Red diodes

Hey guys few days ago i have bulided my first pc, but there is a problem. VGA and Boot diodes are red. My GPU fans are spining for a while and stops.
My specs
Asrock b460 Phantom Gaming 4
I3 10100f
Rx 580 8gb
2x8Gb Goodram 2666hz
SilentiumPc Vero L3 600w
Can somebody help me please?

Did you connect the monitor to the RX580 and not the motherboard´s video ports?

All power cables connected? ATX 8pin and 24 pin and PCIe power connectors to the RX580?
