[SOLVED] VGA card burning couses

Hello! for upgrading a brand new b350 MB bios, i removed my CPU, MB power cable and CPU power cable from my own pc and connected them to that new one. but I forgot to remove Video card Power cable. after updating that new MB, and reconnecting my power cables back to my MB, I found that my VGA is burned. two of its ICs in the middle of board are burned. now my question is why my card is burned? if you connect a power to a video card that is connected to a MB that is off, will it burn? Thanks!
 
Solution
How did you update your BIOS with no power connected to the motherboard? You need to get into the BIOS (which means the pc needs to be powered up) to relash it, unless you've changed the BIOS chip.
