VGA Card with bus Pci e x16 3.0 with motherboard with pci e x16?

Is that compatible when I install VGA card with pci e x16 3.0 in motherboard with pci e x16?

Does the motherboard have PCI-E 2.0? PCI-E is backwards and forwards compatible, so if the card is labelled to work with PCI-E 3.0 then it will work with any others. It might however be bottlenecked by an older gen slot. If its only PCI-E 1.0 then I'm guessing there will be a severe bottleneck going on.
