Question VGA fan rpm going up and down ramdomly?

So i have a KFA2 HoF 980ti i used msi afterburner for the fan curve.In Afterburner the fan sits at 45% all the time(i set that to spin at 45%) but the fan RPM is going up and down from 1300RPM up to 2600RPM. It happens every time i turn on the computer after that only if i open something. If i open a game it spins up but after that it goes back down and sits there while im playing.Like if it's on full load it's still 45%.But sometime it doesn't spin up even if i open something.
