Question VGA Flashing white light only for a second on startup

Sometimes when I turn on my PC it will flash a white light only about a second and goes back to normal. I just wanted to know if this is normal or not? The VGA seems fine btw when I use it nothing seems to be of issue. The VGA is Gigabyte RX 580 4GB

Including the age of the PSU. Are you on the latest BIOS update for your motherboard?

If the system performs without any issue, leave it be.

MB: ASRock B75M
RAM: 2GB DDR3 Nanya Technology and 4GB DDR3 Samsung (I'm honestly not sure what brand Nanya technology is I pretty much just scraped my uncle's old computer and put it on mine)
SSD: SSD APACER AS340 120GB PANTHER
GPU: Gigabyte RX 580 4GB
PSU: Corsair CX550 (I just bought it so like around a week maybe)
Chassis means casing right? lol sorry: Cube Gaming Valkorion ATX Middle Tower
OS: Windows 10 Pro

If the system performs without any issue, leave it be.

Yeah pretty much runs ok I just don't understand why it's flashing that white light
