VGA led error

Intel 750 series pcie SSD
Asus rampage v extreme

Got up PC was on for a long time, to it on BIOS error anti-surge ...... Overclock fail etc...
Not first time seen this I would go into BIOS and tweak the clock or what not and it launch it from SSD and it would work fine. However trying to click F2 or DEL to enter BIOS to do that seemed like it froze on that. Powered down through power button, and it won't turn on after a lot of troubleshooting I notice VGA led light is on. It powers up but nothing comes up fans are on full speed and that light is on.
Things I've tryed so far.
CMOS.
Ez BIOS flashback.
One ram in system.
Graphics card in different slot. removed SSD and on graphics in.
Tryed old graphics card.
Different power supply cable only to graphics card, since power supply is semi modular.
BIOS 1 and BIOS 2.
Only thing I hadn't tryed is remove CPU and see if it's fried or something.

Could be power supply?
Or do I have to check CPU?
Or is there anything else I should do or try?
