VGA Led on and pc won't boot

As the title says my friends pc suddenly crashed while using Google chrome and now it won't turn on. On his ASUS Z170 PRO GAMING motherboard the VGA Led lights up and outputs no screen signal. I have already tried:

- used a different pcie slot for his 1060, even tried booting without the gpu in
- tried different sets and combinations or corsair vengeance ram
- checked to make sure that all connections weren't loose
- tried to use the motherboard HDMI port instead of the graphics card port
- reset cmos
- replugged harddrive and booted without it plugged

Tried all of the above and nothing worked so far, might have missed a couple of things I tried too. Could it possibly be a sudden motherboard failure? Any suggestions are appreciated.

Specs:
I7 6700K
hyper 212 evo
ASUS Z170 PRO GAMING mobo
MSI GTX 1060 6GB
Corsair vengeance 2x8gb and 4x4gb @ 3000 (tested both kits just in case of ram problem)
650w evga gold G2
WD BLUE 1TB
 


all the fans turn on, gpu powers up, cpu fan turns on, it looks as if it's normally booting, but there's just no display output and the VGA led is on
 


I've already tried everything you mentioned, still have the VGA led turned on
 


oddly the in the manual it wasn't labeled, so I circled a screenshot of the motherboard:

Near the top right I circled the location of the LEDs
Also when I power up I don't hear any beep noise (mainly because there is no speaker plugged into the motherboard)
Ill try the num lock thing tomorrow when I get my hands on the computer again
I doubt that it's the monitor or the monitor cables, I tried a couple of different monitors, even a projector but no luck

The POST State LEDs provide the status of these key components during POST (Power-On Self Test): CPU, memory modules, VGA card and hard disk drives. If an error is found, the critical component's LED stays lit up until the problem is solved.

Did you remove the CPU to check the CPU socket for any damaged or burned pins?

Have you tried using a different graphics card?

Has the motherboard developed a problem?

Did the CPU's integrated graphics processor fail?
 
I'll try checking for the cpu pins today, and I haven't tried a different gpu but the pc should still boot to hope without one.

I'm not sure if the motherboard developed a problem, considering to get it replaced if this isn't fixed soon, and as far as I know the igpu hasn't failed.
 
An update to this thread, I swapped out the motherboard mobo for a z170x ultra gaming board and now upon boot I get 5 long beep noises then the pc reboots. We also tried to replace the old 6700k with a i7 7700 and tried again but no luck (and my friend also tried a different kit of ram and still the same error, I made sure the ram was securely in the slot)

At this point we pretty much rebuilt the pc with the exact same error. Suggestions?
