VGA LED sometimes on cold boot - blank screen

Hello, I recently built a new PC and have been having an issue where sometimes when switching on the PC the screen stays black and the VGA led on my motherboard lights up. This usually happens after I have switched off the PSU switch and have not used it for a bit. So far it eventually starts working again after I unplug everything apart from the HDMI cable and then switch the PSU switch off and then back on. I have no idea whats causing this or how to fix it. Any help would be appreciated. Thanks

Specs;
i5 6600k with Intel HD 530
MSI Z170A Gaming Pro Carbon
Samsung 850 EVO 250GB
WD BLUE 7200RPM 1TB
EVGA G2 750

Edit: I ran the Intel diagnostic tool + memtest and both seemed to have passed.

And you don't have a dedicated graphics cards or did you forget to list it?

I'm using the igpu (Intel HD 530)
