Question VGA led. The 3080 works but 4070ti which works on other PC, dont.

7800x3D
Asus B650e-i
Ram 6400 kingston vengeance (using default 4800)
Rtx 3080 : working
Gtx280 : white vga led mostly or white+green for several seconds or fixed
Rtx 4070 ti: whige vga led (no green)
Rtx 3080 + riser 3.0 = 10% of tries go further vga white led.
Rtx 3080 + riser 4.0 = 0%
Zotac 4070 ti/gtx280 + riser = 0%

Tried CMOS
Tried different TV/monitor
Tried different cables
Tried different GPU slot (DP/HDMI)
Tried set pci gen to 2 instead auto
Tried 1 slot ram
Tried latest bios
Tried another ram
I have connected everything correctly. I have using the same psu connector for all gpus. Of course two separate cables.
Gpus leds and fans are spinning.
I cannog enter bios and i got no image: jusg vga fixed led

Old pc:
Msi b450i
5800x3D
3080/gtx280/even using 3 different risers 3.0 or 4.0 : works
4070ti : vga white led

The PC of the shop where i bought 4070ti:
4070 ti: working. Unreal heaven bench: works.

W11 new installation without installing anything. So i did not even installed 3080 drivers or anything

Where is the issue?

How old is the PSU in your build?

Did you use DDU to remove all GPU drivers from your platform prior to removing the RTX3080 in order to drop in the RTX4070Ti? You should manually reinstall the latest GPU driver in an elevated command, i.e, Right click installer>Run as Administrator.

Try without a riser cable.

How old is the PSU in your build?

Did you use DDU to remove all GPU drivers from your platform prior to removing the RTX3080 in order to drop in the RTX4070Ti? You should manually reinstall the latest GPU driver in an elevated command, i.e, Right click installer>Run as Administrator.

Try without a riser cable.

2 years, and I have not been playing hardcores games often. Lets say 200hours? Rest just playing retro games or dead by daylight for 1200hours at 50% gpu usage because i cannot change resolución. I did not use ddu because I did not install any driver yet. I am not using any riser. I tried ddu on the b450 and did not work

Could everything be related to 7800x3D igpu getting on the way somehow?
