Question VGA light comes on if no there's no HDMI cable plugged in ?

Hi, I have this weird issue where if I don't have an HDMI cable plugged in to either the motherboard or the zotac twin edge 4070 super graphics card, the POST stops at the VGA light and doesn't proceed any further.
If at this point i plug one in, it does go to boot. But if the cable is plugged in before I power on, everything is normal. Any ideas please?
The motherboard is a Gigabyte Z790 Ud Ac.

EDIT: I just tried with the graphics card unplugged, and noticed that if my HDMI isn't plugged in, it stays by the VGA LED light , but if I plug it in then it shows the booted up Windows Log in screen, so apparently, even tho this light is stuck by vga, it booted. Any idea?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

My question being, why do you need to plug in the cable after powering up the system? Everything should be hooked up to your PC and the last step would be to press the power button, not the other way around.
 
This is just a guess as I haven't used modern Gigabyte boards and the manuals are worthless, but it may be doing double duty and part of the warning light trigger is no screen detected. Several brands of motherboard have beep codes that relate to not having a screen detected which is why this is my guess.
