Question VGA light on Mobo

Hey all, first post here.
I've combed through the forums as best i could before posting but couldn't find anything exactly matching my situation.

I built my PC last year and it was working fine for a few months and then if i restarted it intermittently wouldn't post and would give a B2 fault on the mobo and the white VGA light would be illuminated.

I've chatted with ASUS and they had me try with 1 stick of ram in slot 1 and then slot 3, the tech said there was a problem with the mobo so ASUS RMA'd it and sent me a replacement. when the replacement arrived i had the same problem on the first boot.
Also tried reseating the GPU, and using another PCI slot.
I've tried removing all peripherals
flashing bios
updating drivers

Its so confusing because the problem is intermittent. Any help would be appreciated. Please let me know if i can provide any more info to help.

CPU: AMD Ryzen 5 3600
MOBO: ASUS ROG Strix X570-E
GPU: GIGABYTE Radeon RX 5700XT Gaming OC 8G
RAM: Corsair Vengeance DDR4 3200 2x8gb
SSD: Samsung 980 pro 1tb
PSU: Seasonic FOCUS GM-650

Which slots(per the labelling on the board) do you have your ram kit populating on the board? Have you tried sourcing a PSU of similar build quality but with one that has a higher wattage to rule out a PSU that might be ailing? As for the BIOS, what BIOS version are you on at the time of writing? What OS are you working with? If you're on Windows 10, please mention the version(not edition) of the OS.

Did you source all drivers relevant to your motherboard from Asus's support page?

Windows 10 64bit
I just double checked all relevant drivers are current from Asus's page

I haven't tried replacing the PSU, do you think 650w isn't enough for this PC? i didn't think this setup would draw much power.
