Vga light on, no display, all fans spin

Vga light on motherboard, no display showing.

When I turn on the computer all the fans spin and all the rgb turns on but the vga light stays on and theres no monitor display, I tried different hdmi and tried taking the graphics card out and putting it back in but that didn’t work, I also tried taking the gpu out and plugging the hdmi into the motherboard but that didn’t work either. I know the graphics card and power supply both work because I was using them in a different computer earlier today. The mobo, ram, and cpu are all new.

I have an asus dual gtx 1060, amd ryzen 5 2600x, asus rog b450 f gaming motherboard, 650 w power supply, 16gb corsair ddr4 ram, and a samsung 860 evo 500gb ssd.

1) Make sure the source on the monitor is set to HDMI
2) If you haven't already, try another hdmi cable
3) Move the ram stick to different slot. If you have more than 1 ram stick, take one out and try starting with the other. Try each ram stick in each ram slot to rule out the ram slots are not defective.
4) Test ram stick in another system or get a working ram stick and test again
5) Make sure cpu installed correctly
6) Test with another cpu
7) No progress. RMA mobo

It was hdmi for source on both monitors I tried and all 3 hdmi cables I tried, I tried each ram in every slot, and the cpu is installed correctly. I had bought a cpu ram and mobo last week but they didnt turn on at all so I returned all of them and bought new ones, so this one isn’t likely defective.

It booted up and works completely fine when my gpu is in the pcie 2 slot and not the pcie 1 slot, what does that mean, will there be any problems with keeping it in the pcie 2 slot, and should I get a new motherboard or keep this one if this is the problem?

I remember benchmarking my gpu in pcie 1 slot and comparing to the pcie 2 slot and results were identical. If you don't foresee yourself ever doing SLI/NV Link or crossfire with this build, then just keep it in pcie 2. If you are, then obviously return the mobo.

Where are you buying those components with such a high defectivity rate? I'd be pretty annoyed if I got two mobos in a row and both had issues!

I bought them on amazon, I’m glad I dont have to return it again because I ship to the navy in a month and I want to be able to spend time playing my computer instead of waiting around for parts. I don’t plan on doing any sli with this mobo if I decide to later I’ll buy a different mobo. Thanks for the help.
