So my mobo vga light will stay solid when booted up with the gpu in and with gpu not in ive tried diffrent graphics cards, powersupplys, ive cleared cmos by removing the battery im just lost in what to do.

Specs:
Mobo; Asus Sabertooth z170 s
Ram: 1x8 g skill ripjaws v
Cpu: inetl core i7-6700k 8m skylake
Gpu: gtx 1080
Pcu: corsair rm1000i
Hdd:blue 1TB hard drive
SSD: samsung 850 evo
Cooling: corsair h110 hydro series

Then only thing left is CPU malfunction. While it makes no sense at first look (why VGA led and not CPU led?), however note that both iGPU and GPU are CPU-dependent - iGPU is built in directly into CPU, and GPU uses CPUs HSIO lanes to work.
But just to be on safe side, as you did not mention trying other RAM, are you sure you got RAM compatible with your motherboard?

If that was that simple. There are ECC, non-ECC, registered and unbuffered versions of DDR4. Your mobo supports only non-ECC, unbuffered DDR4. If you got any other, it might not work.
As for CPU, I see no other option then to RMA it (of course assuming RAM is not problem, again).
