I own an old Dell E156FPf 15" LCD Monitor VGA ca 2006 which I don't use. I now run W10 and have a GeForce GTX 1660 Super 6GB Graphics Card in my Dell XPS tower using a Samsung 32" TV as the monitor off the HDMI port (that leaves Display Port*1 and DVI*1 on the card). I'd like to use the 15" monitor as a second screen running YouTube instructional videos, while I play video games on the Samsung TV.

If the DVI port on the card has the pin sockets near the blade pin socket, then you have a DVI-I card. Those DVI pins carry analog video. You can use a DVI to VGA cable.
Search for DVI on Wikipedia for pictures.
