VGA to HDMI "No signal"

I bought a new vga to hdmi cord to connect my laptop which only has a vga port and our SmartTV which only has HDMI port. Then, I tested it and is says "No signal. Check your input connections." But I know the problem is not the cord because I first inserted the cord in our tv then to my laptop then a popup appeared. Meaning, my laptop was detected but when I selected the popup, there is no signal. I tried also the other ports but still there is no signal. Pls help.

Does it mean that the cord is useless bc it cant convert?

A simple cord does not work for analog to digital signal.
