Video 30 FPS - 60 FPS

First after all , sorry for writing this topic in this category . I just did not knew where to post it .
I was watching some video in Youtube , and I have found this video . Very strange looking video . youtube 'Stats for nerds'' show that it's one video of 30FPS ; but when I watch it , it's even smoother than one video of 60 FPS and with really small lost quality . He's playing at 20-30FPS , so there's no way that video gonna looks like 60 FPS . I just can't understand how he this is working ... It's fake video ? Edited video to look smoother ( how ) ? Capture card ? I can't find one explanation for that .
In some scenes he can't even reach 20 FPS but still looks very smooth .

Something is off there is no way you would drop to 11fps and stay that way for nearly a minute without it being choppy as hell.

Something like what ? What do you mean ?

That is MULegend it runs like crap even with a i7 and a 970 GTX "DX9 based API several years old", There is no way he could stream from the pc while playing and not be choppy. I would have to guess that he is using a capture cards or device.
