Question Video and Sound stutter?

Hey all, we've been having some issues with intermittent video and sound lagging/stuttering. I've never really experienced something exactly like this before.. Best way I can describe that it sounds/looks like is, the screen freezes and the last sound played does a type of robot echo for a split second at random times. Sometimes restarting fixes it temporarily, but it comes back.

ASRock Z170 Gaming-ITX/ac
i5 6600K
G.Skill 32gb ram
ASUS Strix 1080

I've updated drivers (sound and video,) updated BIOS, reformatted. Swapped out the CPU, MOBO and SSD's (new system has i7 9700K, ASUS ROG Strix Z390-I.) The only thing I have not done is swap out the memory, as I don't have any to swap to.

Any advice/help would be appreciated, thanks!

I am getting the same thing happening....i posted about it the other day and I was hoping that someone could shed some light on it. I have tried everything under the sun...re installing windows, audio you name it. To me it sounds like a short or a bad ground.
I was thinking maybe memory as well but like you ....don't have extra to try. I also thought that when I installed the cpu that it didn't' seed its self correctly. I am at a loose over it and is driving my wife nuts listening to me bitch about it.

PS. If you find out or I find out what is going on please let me know and I will do the same.
