Question Video buffering issues

I cannot for the life of me figure out what has caused this, however recently (within a two week-ish period), youtube and any other video feedback will either freeze if I tab away/scroll down to the comments and back up again. Or the video will speed up rapidly then start buffering. I've tried everything from different browsers to reinstalling windows. The only thing that seemed to be consistent is dropping the quality to 480p, which doesn't seem right since I've experienced zero lag issues with video games, movies or anything else not browser specific. And as noted, this has only recently started to happen. For reference, my GPU is a 1650 Super.

What I have noticed is in task manger, Ethernet spikes up rapidly whenever these freezes occur. Could it be some sort of throttling issue? Any help would be much appreciated.

PSU: EVGA Supernova 850 G2, 80+ Gold 850W

And it's roughly five years old now. Haven't had any issues with the PSU at all. So I'd say it's in fairly good condition despite its age.
