Video card causing power cycle? Help!

Built myself a new portable light gaming machine with a Shuttle SH67H3 and I'm having an issue. When my video card, a PowerColor AX7850 1GBD5-DH Radeon HD 7850, is powered up my system won't boot. Everything turns on, but there is no video output and after a few moments everything powers down and the cycle begins again. When the video card is unplugged, everything fires up normally and I have no problems. I realize the 7850 is a PCI-e 3.0 device and the Shuttle mobo only supports 2.0, but shouldn't it still work? Is there another issue? A BIOS setting I need to tick? I'm lost 🙁

System specs:

Shuttle SH67H3 w/ FH67 v 2.0 motherboard and 2.02 (most current) BIOS
CPU: Intel Core i3-3225 Ivy Bridge processor
HDD: OCZ Vertex 3 VTX3MI-25SAT3-120G SSD
RAM: 2x G.Skill F3-12800CL9D-8GBXL RAM (16GB total)
ROM: LG WH14NS40 BD Burner
Video: PowerColor AX7850 1GBD5-DH Radeon HD 7850 1GB 256-bit GDDR5 PCI Express 3.0 x16

I upgraded to the 500W Shuttle power supply since I figured the stock 300W wouldn't be enough. I also tested with the ATX 550W Thermaltake power supply I use to run my other box and had the same issue, so I'm 99% certain it's not the PSU. Any guesses?

Do you have the 6 pin power connector plugged in? ( I know it's simple, but even pros make mistakes as simple as this )

Yeah, it's plugged in. I've inserted/removed it a few times, that's how I know everything works without it.

No, I haven't. My other box is an old dinosaur that still runs AGP. I can test it in someone else's tower, but it'll be a few days before I can do that. Is there anything I can try in the meantime? I tried increasing the voltage in the BIOS, but that didn't seem to do anything either.

What power supply are you running on? If it's an off-brand, the actual wattage capacity is relatively lower than what they advertise.

He tested with both a shuttle psu and a thermaltake 550W unit. so that should rule out psu. ( though i would not even try to run it on a 300W PSU )

after looking at reviews of that shuttle psu, it has 3 12v rails which provide 16A each ( 1 provides 17A ) however the actual power output on the 12v rails combine is only 353W. personally i dont' like it, but not much you can do with the shuttle formafactor

Shouldn't that still be enough though? I mean, the stock 300W only had 2 16A 12v rails and ran everything perfectly (minus the video card) so the addition of the third rail should have been enough power I would think. I don't know if it will help, but I checked the voltage in the BIOS (without the video card, again, as it won't boot to BIOS with it powered) and it showed the following:

CPU Core: +1.032v
DRAM: +1.524v
PCH 1.05: 1.056v
CPU 1.05: 1.080v
Graphic Core: +0.948v

I don't know if that helps or if increasing the voltage would even do anything but I thought it might be info worth having.

Forgot to mention: based on everything I've read, I *think* the PCH 1.05 is what controls the PCI-e. I don't know, some of this is over my head which is why I'm asking here

PCH controls among other things, the PCI Express so you are correct

As for PSU, you system requires at least 314W according to outer vision PSU calc.

as for your issue. i would see if a friend with a capable psu could test your card in their system

Forgot to update you, sorry: Shuttle released a new BIOS update which corrected the problem, apparently I wasn't the only one with this issue. Thanks again for your help though!
