Question Video card displays garbage.

Hi.

I have one of my brother's some kind of a AMD gpu. A few months ago it wont display signal anymore. I then installed on my old Dell (has a PCI express port) and it only posted with an VGA to DVI adapter and displayed garbage. I know its not the RAM that's causing the problem. I tried with another PC (with adapter) and got the same result. I did clean the flux off and there's no change.

Is there a solution to repair this gpu. My bro would be happy if he sees this card working again.

Which GPU is it ? List the model. And, what exactly do you mean by "garbage" ?? Artifacts, flickering, video corruption, BSOD, or something else ?? You haven't mentioned ANY of your PC specs either. Does the card boot the OS, or you are stuck on the BIOS POST screen instead ?

Model name: AMD 109-C26457-00.
It does not really display garbage, just weird and strange lines and wont handle for games.

Oh and here are the specs:

Intel Core i3-7100U 2.4 GHz
4 GB RAM
128 GB SSD
Intel HD Graphics 620
