Question Video card drivers corrupt display

So I have a new problem, I tried starting my computer today and once it booted past the bios and loaded windows the monitor turns off saying cable not connected. It would work in safe mode however. After trying everything I could I just decided to reinstall Windows 10. It seemed to work until I installed my video card drivers (I have a Radeon RX 570 8gb), the only way to fix it is to uninstall them through safe mode. I've tried older versions, I've even tried installing them manually, no matter what it just turns off the display as soon as it is installed. I can't seem to find any solution to this online, does anyone have any idea what I could possibly do to fix this? I clearly can't game without video drivers, already tried... I just hope its not my video card being broken.

Edit: One thing I haven’t tried is reseating the card, is there a chance that could fix it?
