can anyone explain what each of these features do?
1. Dual Display
2. DVI
3. TV-Out
4. TV-Tuner
5. Video-In

Why yes.

Dual Display- has 2 outputs for monitors
DVI - I think this is for LCD?
TV-Out- Plug an S-Video cable into your vid card and run it to your TV, so whatever is playing on your computer you can play on your TV...
TV-Tuner- You plug you cable in the your video card and watch TV on your computer and record stuff
Video-In- like a tv-tuner except you usually have it running in from you VCR so you can put tapes on DVD's
