Question video card gold fingers

can this causes video card to stop working
or it is something else
and if it is the reason can i fix it ??

It's ok to be scratches ... the contacts are gold plated (very thin layer) and gold is malleable, it scratches easily. There are contacts/pins inside the long connector on the motherboard which press on the pads to make good contact... so it's normal for friction to sometimes cause scratches.
I don't see anything wrong in that picture to be honest.

i though it was the problem why the video card wont work
when i start the computer the cpu and gpu fans start load too fast
but no signal in the monitor
but when i triyed an older gpu it worked fine

It could be that your graphic card is dead, scratched pins is normal, when you use a graphic card and put it into a PCI slot ofc there will be contact between them and scratches would happen.
And that graphic card seems old as well, it could be dead.

actually its not old it's a gt 1030 i bought it last year
i hope its not dead like you said
i will try to test it on another pc to make sure
