Video Card not detected: EVGA GTX960 SSC 2GB with ASRock H61M-VG3

Here's what I got:
ASRock H61M-VG3 *new*
EVGA GTX960 SSC 2GB *new*
Intel 2600K *old*
Antec HCG-750 *old*
2x WD 7200 HDD
1x140mm Blue LED fan
1x120mm regular fan (came with the case Corsair 100R (not silent))
Dual Channel G.Skill DDR-3 1333 8GB

So, the GPU has been tested in another computer and works.
The PSU has powered an older GTX460 and proved to have worked.

Updated the BIOS to the mobo last night and I am unable to "disable on-board video" because that section in the Northbridge section says "disabled" and there is no way to "enable."

Main VGA output is set to PCI-E in BIOS.

I have disabled the Intel HD graphics in device manager and there is no other video device: See screenshot.

I'm going to try my old GPU to see if it works. If it does work, it's the PSU. If it doesn't work it's the mobo(?).

Old video card works. No problems at all.

Upon further inspection of the new card I find this:

It came out of the freaking package like this.

Now, I have plugged this card into a friends' computer and it worked. I didn't get into testing it or anything but it at least displayed video. In my situation it doesn't even see that there is a card present.

I'm going to try a couple of more things with the PSU to see if that is the problem but a scratch like this with very visible damage to some seemingly crucial components on the card seems to be the answer to my problem.

However, any potential solutions and answers anyone might have would be very helpful.

BIOS is updated to 1.40 which is the latest from ASRock

Used new vid card in buddy's PCI-E 16x slot. We took his card out and put mine in. He's got some kind of ATi 7xxx or whatever that uses even more power than the GTX960.

Also tried disabling and enabling Secure Boot. Neither had any effect.

It's either the PSU or GPU (for some damn reason). I'll keep working and I'll let ya'll know.

Not all x16 slots are wired to x16
It couls be x4,x8, or x16.
If his board has 2 x16 slots and has another video card, capture card, sound card etc... installed in the second x16 slot, the bios can automatically drop the top x16 slot to x8 electrically.
The card is damaged. Missing parts and may fry your motherboards x16 slot.
It is best to return it for replacement before you damage other components.


 


Don't expect all motherboards to react the same way to a damaged graphics card. The two missing SMDs appear to be on the PCI-E bus signal lines and are most likely capacitors.

EVGA has agreed to RMA the card. I have yet to hear from ASRock.

I have now ruled out the PSU. I'm tempted just to go and purchase another mobo, although I've already done that and I'm having trouble with the new one.

This is such a stupid problem. Does anyone else have this mobo? ASRock H61M-VG4 (I know that the thread says VG3. That's my bad. It's a VG4.) Has anyone else had this problem? The only thing I have found is people saying that there should not be a problem with compatibility.

This problem is becoming costly in both $$$ and time.
