Video card - one fan doesn't spin

I have an ASUS R9 290 4GB video card, and while installing a new CPU today I discovered that there was something wrong with one video card fan. If I could easily spin the other fan with my hand because of the magnets, which would spin for like 3 more seconds after giving it a spin, the other one would immediately stop with no magnet drag. After plugging it in I discovered that it didn't spin at all and only one fan worked, the other one sometimes slightly twitching. Any ideas?

look at the fans at full load while you game.

also , Clean the card very well.

if the fans are failing and the card is still under warranty , send it for repair.

if you are out of warranty , you can get a GPU cooler and install it.
