Hi.
Read description.
It is NOT compatible with GT1030, GTX1050, GTX1050TI, GTX1060TI, GTX1070TI, GTX1080TI.
It compatible with 1070 card and your CPU is good for any game in market. But your RAM is NOT. Upgrade it first to 8Gb DDR3-1600 as minimum. Quicker memory will give you better timings, even it will work @1333MHz.

Solution
Even if it is compatible, I wouldn't bother with it. First of all, it would probably be quite a hassle. Second of all, your CPU and RAM will bottleneck the GTX 1070 in almost every game out there.

All in all, it might work, but it'd be a waste of money.

Those external PCIe adapters also run at PCIe 1x speeds, which will bottleneck a 1070. If you have the money to buy that video card, the adapter and power supply, you should just sell your T420 and buy a laptop with a video card in it. Should be about $800 counting the money you may get for the T420 and is the correct way to get a gaming laptop.
