[SOLVED] Video card seems to be having issues with certain types of lighting and textures in games / videos

Small static textures in games are very blurry and appear to be moving, or very pixelated. The issue also pops up in videos or anything that has certain types of lighting. I have a video here showing an example of the issue:

i5 2500k cpu, GTX 960 gpu, 8GB ddr3 g.skill ram, biostar tz77b motherboard, and an antec neoeco 620W power supply. Most of the parts are from 2012 or so, excluding the video card.

Ok thank you, so what driver on you using for the gpu? And could you post a pic of your Nvidia control panel settings i.e. the 3d settings?

A cheap display port? Can they go bad over time?

Also in settings try setting preferred refresh rate to Highest Available. You can try using a different dispaly port out the back of your gpu see if that changes anything. Sure cables go bad all the time, mostly Hdmi in my experience but it could be the display port cable. But since you get the problem in games and videos I would check the cable. Cheapest thing to start with.

One other thought, you can disable you gpu and use the Intel HD graphics. If the problem clears up then I would say your gpu is the problem. If it persists then you would have to rule out video settings, display resolutions etc.
