Video card stopped working - recommendations for new one or any ideas

Hi, I'll try to keep this short. Last October I decided I wanted to get back into gaming and with some research (probably should've done more) I decided to build my first PC and go with this build

The PC worked great for 5-6 months then I had a power outage and the video card stopped outputting. I connected the HDMI to the onboard HDMI and the PC booted up fine. Only the video card seems to be fried, didn't see any burnt contacts or smell anything strange, etc.

I really have no way to test out to see for 100% if the GPU is fried and I figure I need to bite the bullet and get a new one. So few questions, if I wanted to not got over $250 or $300 at the most without having to upgrade my PSU what would you guys recommend?
