if you have integrated graphics, you can get away without have a graphics card

if you don't have a graphics card (dedicated or integrated), then you can't attach a monitor, so your computer is really helpful
 
It depends on the system and its intended usages. If its just a box that will be remotely access there is no need for a video card(integrated or discrete) once its setup unless its needed for troubleshooting. If its just a basic home or office machine an IGP or a low end discrete card is plenty and is needed so that you can see something on the monitor. If its going to be a gaming machine you need a full discrete card to get sufficient horsepower to run the games.
